NYSHIP — the New York State Health Insurance Program — is a comprehensive health insurance program for New York State public employees, retirees, and their enrolled dependents. There are two options for health insurance plans under NYSHIP:

The Empire Plan

Available to all NY State employees and employers regardless of location. Provides comprehensive statewide coverage with medical benefits administered by UnitedHealthcare and mental health and substance use disorder benefits administered by Carelon Behavioral Health (formerly Beacon Health Options). The Empire Plan is the most commonly held NYSHIP plan among Long Island public employees.

NYSHIP HMOs

Regional managed care plans offered based on work location and county of residence. Available options vary by employer and geography. Long Island employees may have access to select NYSHIP-approved HMOs depending on their agency and work location.
